Norwegian fan here. The first part (and city and harbour scenes) seems to be from Hamburg in Germany. I believe it is from the Inner Alster Sea (Binnenalster) with the Lombardsbrücke bridge on the other side. The small pavilion no longer exists, but the bridge and the buildings on the east side are still there.

The rest is definitively Norway, though.

Are you sure that Norwegian folk museum is in Oslo though? And the short clip right before looks a lot like Fredrikstad, although it could look like anywhere in Norway.
