The Oslo accords do not impose any restriction on settlements. It does on the other hand says that no side should declare their territory as the Palestinians are trying to do. It very specifically says that the issue (amongst others such as the refugees and Jerusalem) are to be solved negotiations without preconditions. The Oslo accords made Israel responsible for security and with such responsibility the right to hold prisoners. Maybe Abbas should review the agreement himself.
